Elderly Waiver Rate Caps Increase Jan. 1

The customized living and overall case mix caps in the Elderly Waiver (EW) program increase effective Jan.1 because they are tied to the increase in nursing home rates. The customized living caps increase by 6.14%, which is the full amount of the 2019 nursing home increase. The overall caps are going up by only 5.39% due to some increases that did occur for home delivered meals and PCA services.
DHS Moving Forward with Consolidation of Disability Waivers

The Health and Human Services budget bill that passed during the 2019 special session includes several provisions that advance a proposal known as Waiver Reimagine. Over the next several years, Waiver Reimagine will combine the four existing disability waivers under two new waivers, one for individuals living independently or with family and one for clients in residential settings.

The good news for providers is the evaluation reinforces the point that current rates do not reflect the true value of the service provided.

The new rates reflect the impact of the EW rate reform that the Long-Term Care Imperative was able to pass in 2017.
